JOINT WORKSHOP OF THE COUNCIL OF EUROPE AND THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR)

Citizenship is often a delicate issue because it relates to the sovereignty and identity of the State. According to the definitions of the Council of Europe, "citizenship" is the legal link between an individual and a State and is synonymous with the term "nationality". It does not indicate ethnic origin.

NEW APPROACH

The idea on "New Approach" occurred after the well-known facts in Gali. Events that took place in Gali made it clear that international organizations had wrong approach on the assistance of IDPs. According to the opinion that dominated before these events, short-time humanitarian assistance was enough to solve the problems concerning IDPs and to help them return to their homes.

WORKSHOP TO REVIEW EXISTING CITIZENSHIP LEGISLATION OF GEORGIA AND TO
CONSIDER PROPOSALS FOR REFORM

Recently, an important issue was tabled for discussion by the Government of Georgia with representatives of the international community ... the issue of citizenship. Membership in a State concerns both governments and, equally, individuals as it is largely through the legal tie of citizenship that both States and individuals establish identity in the community of nations.
